Well, it sounds like

A. Your PC does not have a drive capable of burning CD or DVD disc. Look at the front of the drive to see if it has a logo that says Compact Disc Rewritable, or DVD Rewritable. If not you cannot physically create a recovery disc

B. The drivers for your drive may be messed up, so it doesn’t recognize that you have a burner. Knowing the model of the notebook would help. If you could post it I will try to get back to you with more info.

Without knowing the model of your notebook, this is a generalized response to your question:

The message that you received typically means that your optical drive does not support burning discs. It may just be a CD/DVD reader.

Assuming that you are using Windows, you can find out what model of optical drive you have by doing the following:
1. Press the “Start” button.
2. Select “Run”.
3. Enter the following: devmgmt.msc
The Device Manager will open.
4. Look for something such as “DVD/CD-ROM drives” and double-click it.
You will now see the name of your optical drive. If you see “RW” anywhere than you do have a optical burner.

There could be other issues if you do have an optical burner, such as compatibility with the blank CD-R or DVD-R that you’re putting in, or you need a driver or software update for the recovery application. Knowing the version of the recovery application, and the version of Windows that you have (and it should be updated), may also clue us in to the root of your problem.

Finally, if you’re still under the free HP Support for a new computer, they would know about this issue and could give you exact instructions. Otherwise you could end of spending the value of the PC with pay support.

Oh, please, how would a modern PC come without a DVD burner at least?

I’m experiencing the same problem when trying to create a new set of Recovery Discs. And yes, my HP Pavilion dv7-1183cl does come with a Bluray Rom DVDR/RW burner. It is recognized by Windows Vista 64, I’ve uninstalled and reinstalled the drivers and even so Windows displays:” This computer does not have a drive capable of creating CD’s or DVD’s. Contact HP support.” Please, only intelligent guesses or information.
